Tijuana-based Chef Javier Plascencia is on a mission to revolutionize his city's culinary scene and its image through food.

And many are taking notice, including Anthony Bourdain, who recently visited Plascencia's much-buzzed-about Mision 19 restaurant for his popular Travel Channel show "No Reservations", and The New Yorker, who profiled the rising star in last week's issue, "The Missionary: Can an adventurous chef remake his city's image?"
