Tom Fudge : Balboa Park may be the most important civic asset San Diego has. And some people are wondering whether the city will be able to maintain it as a world-class park. That’s why some folks in city hall are floating the idea of creating a non-profit conservancy to manage and take care of the park. But what is a conservancy anyway? And can the city trust it with a park that’s considered its crown jewel?
