Once the primaries are over in Iowa and New Hampshire, who will be the front-runners for the presidential nominations?

Also, seven Western states reached a new agreement on how to allocate water supplies if the Colorado River runs dry. How does the agreement work, and which states will be asked to conserve first if a massive drought occurs?
