Jeremy Martin directs the energy program at the Institute of the Americas. He says one possibility is a wind farm in the mountains between Mexicali and Tijuana.

Martin says a Spanish company has proposed selling 500 megawatts of wind energy generated in the area to California.

Martin : What we're trying to do is incorporate federal policy in Mexico, local policy in Baja California, and hopefully also talk a little bit about cross border policy, in particular -- how these types of projects can fit into the new framework in California for renewable power.

In three years, California utilities must generate 20 percent of their power from renewable sources.
