Recent Rain Hasn’t Done Much for Overall Water Shortage

California is headed to another dry winter as recent rain did not deliver on its promise of much-needed water.
Joining us on Morning Edition is Elissa Lynn, senior meterologist with the California Department of Water Resources.
Elissa says last week's rain helped farmers and ranchers with some moisture for their crops, but did little to ease the overall drought our state faces.
