Graham Allison, former assistant secretary of defense under President Clinton, predicted North Korea might test a nuclear weapon in January 2007. He was just a bit behind schedule. Allison, now at Harvard's Kennedy School of Government, tells Scott Simon other nations may follow North Korea's lead.
