Sen. John Warner of Virginia, the senior Republican on the Senate Armed Services Committee, spoke to reporters Thursday about progress and frustration in Iraq. He said he thinks President Bush ought to send a signal of frustration to the Iraqi government by beginning the withdrawal of a small portion of U.S. forces.
Warner's vote is considered pivotal to future Senate policy on the war.
