Former Smithsonian Institution Secretary Lawrence Small created an "an imperialistic and insular culture" at the Washington organization, according to an independent panel that reviewed his tenure. Small resigned from his post in March.
The Smithsonian Institution runs more than a dozen museums and the National Zoo in Washington. The report, released Wednesday, finds that Small made half a million dollars in salary, plus $150,000 for a housing allowance — but he missed a lot of work.
In fact, the report says, since his tenure began in 2000, Small missed 550 workdays while earning millions on outside projects. The panel found that the Smithsonian needs so many changes it may require action by Congress.
