Report: Al-Qaida Remains 'Pre-Eminent' U.S. Threat

As members of the nation's intelligence agencies delivered their annual threat assessment Tuesday to the Senate Intelligence Committee, Director of National Intelligence Mike McConnell said al-Qaida has retained or regenerated key elements of its capabilities and "remains the pre-eminent terrorist threat against the United States."

CIA Director Michael Hayden, under vigorous questioning at Tuesday's hearing, acknowledged that the U.S. used the technique known as "waterboarding" during interrogations of three people five years ago, but has not used it since.
