Newsom outlines $12 billion deficit, freeze on immigrant health program access

California has the fourth largest economy in the world, but the state also has a $12 billion deficit to close. Today, Gov. Gavin Newsom announced his plan to balance the budget. KPBS reporter Tania Thorne says the May revise comes with controversial cuts.
