Long Awaited Signature Comes Without Much Celebration
Governor Arnold Schwarzenegger is expected to sign the nearly three-month overdue state budget Tuesday, but not everyone is happy about the details of the spending plan. Critics of the budget say it doesn't do anything to address the imbalance between revenues and expenditures.
