Baghdad's chief investigative judge says that since the fall of Saddam Hussein he has seen the Iraqi justice system as a child. Occasionally it stumbles and falls, it's still struggling to talk, but it is learning and growing.
Under Saddam's regime there were effectively two justice systems. One system handled normal civil and criminal cases. The other system handled cases that Saddam had a special interest in.
