The cash-strapped city of San Diego is exploring a public-private partnership to help cover the costs of maintaining its much-loved, but now neglected Balboa Park. Host Gloria Penner talks with a city

First, it’s potholes, then broken water pipes, then sewage spills, then too few traffic cops, and now urgent, but unaffordable repairs in a much-loved, but now neglected Balboa Park. They’re all clear signs of a city short of money. Is it time to bring in the private sector to take over the care and feeding of San Diego’s world-class Balboa Park?
