Tempers are fraying at the international talks on climate change in Bali, Indonesia. Nations are trying to agree on a roadmap for future negotiations on cutting greenhouse gas emissions. Europe and other nations want that roadmap to at least mention some firm targets for reducing emissions. But the United States is opposed to including specific numbers. In a speech at Bali, former Vice President Al Gore condemned the Bush Administration for trying to undermine the talks.
