Tom Fudge: Summer is still around, and the leaves are still green on California's desiduous trees. That means there's still no budget in Sacramento. The fight over tax increases and spending limits is still keeping the Democrats and Republicans apart. In our state, you need a two-thirds vote to pass a budget, which, in tight years, virtually guarantees a stalemate. Over the weekend, the Assembly voted along strict party lines and didn't come close to an agreement on a spending plan.
