State Cap and Trade System Has Flaws

A National City-based environmental group is displeased with state plans for reducing greenhouse gas emissions. The Environmental Health Coalition will make its case in Sacramento today (Thursday). KPBS Environmental Reporter Ed Joyce has details.

The California Air Resources Board is charged with coming up with a plan as part of the state's 2006 Global Warming Act.

Environmental Health Coalition Executive Director Diane Takvorian says the group doesn't like the trade part of a proposed cap and trade plan.

Takvorian: We're totally supportive of the cap. But we are very concerned about setting up an elaborate and difficult to manage and administer trading system that will not necessarily reduce greenhouse gases.

She says letting companies buy credits instead of reducing pollution won't remove harmful emissions from neighborhoods in National City and parts of San Diego.

Takvorian says that pollution is linked to cancer, asthma and other respiratory problems.
