Frye and Demaio Propose Reforms

San Diego city councilwoman Donna Frye and councilman elect Carl DeMaio presented more than a dozen proposed reforms, that they say are aimed at strengthening the city council. 

KPBS reporter Alison St John has more.

Ironically, one of the changes Frye and Demaio want to see would reduce the power of the city council president. They propose that the city clerk instead of the council president decide what gets on the agenda each week.

Frye has expressed interest in competing to be Council President next year. But she  says the reform  would give council members from all 8 districts a better chance of getting their issues on the agenda.

Frye: The easy spin on this is who’s got the power, who gets to be the council president, frankly that is not what interests us in this batch of reforms. what’s important is how we get the public in, how we get their issues heard, I believe this is a way to do it.

Other reforms include holding one meeting a month in the evening, and asking the mayor to attend it and answer questions. The city council would also have more public oversight of private contracts awarded by the city.
