Above: Bill and Nancy Bamberger tell KPBS reporter Joanne Faryon why they voted against Proposition 13 in 1978.

— San Diego homeowners Bill and Nancy Bamberger explain why they voted against Proposition 13.

The Bambergers are among the 8 percent of homeowners in San Diego County who have owned their homes since the proposition passed in 1978. Prop 13 rolled back property taxes, capped them at 1 percent of the purchase price, and limited yearly increases to 2 percent.

Check out our companion report of Jerzy and Jolanta Lewak, who voted in support of Prop 13.

KPBS is examining the legacy of Prop 13 in a series of radio, TV, and web reports leading up to a half-hour documentary that airs Monday, March 29, 2010, at 9 p.m. on KPBS television.

Who are these SOCIALISTS! They 'believe' in PUBLIC SCHOOLS, next thing they'll want Public Healthcare like Medicare or something.

What kind of Americans are these? Don't they know that in a capitalist christian society self-interest outweighs 'FAIRNESS', let your children pay their own taxes! We didn't ask for the public services that the government forces on us! The public schools don't educate anyone anyway. Why should I have to pay for roads or hospitals, schools or sewers? I don't have kids, or property, or a job ...

Hey, wait a minute.
