Tom Fudge: On Monday, the San Diego City Council is expected to approve a plan by the mayor to raise water and sewer rates. If the plan goes into affect, the average residential rate payer will pay an extra $300 a year by 2011.
The mayor and environmentalists are calling for the increase to pay for needed improvements to the system. Opponents call the rate increase a tax increase. And some consumer advocates say the burden of the rate hike falls unfairly on home owners, rather than businesses.
