The Schwarzenegger Administration is floating a plan to turn over California lottery operations to a private company.   The Governor's advisors say the state earned just over $1 billion from the lottery in the past year. However, Arnold Schwarzenegger says the lottery could be more efficient.

Schwarzenegger : I think we can do much better, I think we owe this to the taxpayers because it will mean more revenues for us, it will mean we have revenues for education and it will mean we can use this money in many other ways and that's what we're looking at right now, but there's no decision being made.

Administration officials say the proposed arrangement could bring far more money to the state. Officials say there is already interest from half-a-dozen firms. One Democratic lawmaker has questioned whether the state is authorized to make such an agreement.
