Alison St John (Guest Host): A surprising development at San Diego City Hall yesterday. Councilwoman Donna Frye changed her vote on the Big-Box ban. Her vote against a ban meant the council was evenly split 4-4 over whether to allow gigantic Supercenters to be built in San Diego. Frye pulled the rug out from under her council colleagues who were expecting to uphold a ban they passed last month and override Mayor Jerry Sander's veto.

The tie vote essentially allows the mayor's veto to stand and opens the door to Walmart Supercenters in the city.
