Tension Rises as Border Patrol and Mexican Smugglers Face-off
Tom Fudge: Reports of rock-throwing and assaults on Border Patrol agents by Mexican smugglers is nothing new. But incidents of such violence seem to be on the increase. Border Patrol reported some 1,000 cases during the past year. A common practice by patrol officers is to respond by launching pepper spray in the direction of the smugglers. However, some residents of Tijuana say they are being caught in the crossfire.
