Tom Fudge: In spite of its name, the Imperial Irrigation District isn't just a provider of water from the Colorado River. It's also a power company, and it provides power not just to people in Imperial County, but also to people in the Coachella Valley. But the folks in Coachella don't have any votes on the IID Board. One member of the legislature says there should be no electrical charges without representation. She wants to change the composition of the IID board, and of the people in Imperial Valley are up-in-arms about that.
