California's water future is not getting brighter, and could get worse if we don't get a normal amount of rain next year. So there's a serious attempt to revive one of the most bitterly fought concepts in the history of California politics. On the November ballot you'll see a proposal to build a waterway that would bypass the Sacramento-San Joaquin Delta. Once the plan was called "The Peripheral Canal."
