In the eight years since the Dayton peace agreement put an end to a three-sided war in Bosnia, the country has become a kind of laboratory for nation building. Americans and Europeans have tried to promote reconciliation -- and poured billions into Bosnia's reconstruction. But in the city of Mostar, ethnic division, intolerance and tribal politics prevail.
