Delays Plague Homeland Security ID Project

The Department of Homeland Security was supposed to issue secure identification cards for workers at 10 seaports by July 1. But officials now say cards will not be available until the fall.

The Transportation Worker Identification Card, or TWIC, program has been plagued with delays for several years.
