Friday brought more rain to Texas – like each of the past 45 days. Every river basin in the state is at flood stage. Thirteen people have drowned, including several children. Officials say conditions in some areas are the worst in 50 years.
There have been hundreds of water rescues, and the extent of the emergency response is unprecedented — agencies across the state have been stretched to their limits.
