In his July quarterly report released Monday, the special inspector general for Iraq reconstruction says many projects — from the Baghdad landfill to hospitals to power plants — have completely failed. He says the Iraqi government refuses to take over projects that Americans have completed, so they're often left with no one in charge.
The report by Stuart W. Bowen Jr. also says that next to security, corruption — especially involving oil smuggling — is the greatest challenge facing Iraq.
