FCC Promotes Diversity; Its Methods May Be Dated

Federal Communications Commission members are encouraging more diverse content on the airwaves, minority ownership of commercial broadcast outlets and requirements for locally oriented programming.

But in the world of the Internet and niche communications, are the first and the last of those three ideas outmoded concepts? And is the FCC's support of Low Power FM an easy way to get around stronger requirements?

Some of the answers may be found at a Latino-owned commercial TV station, a Navajo commercial AM station, and an LPFM station in Arizona.
