San Diego shelled out another $10 million yesterday to consultants hired to make sense of the city's fiscal crisis. But questions continue to surface over justifications offered for the expensive contract and how the consultants are billing the city.

Councilwoman Toni Atkins said this week the Securities and Exchange Commission told her its investigation could take three years without a report from Kroll. But securities lawyer Bill Aul doesn't buy that explanation.
Aul: "I really cannot accept that as a likely scenario. I think that the SEC would like to see San Diego conduct this investigation. But I don't see it as something that would cause the SEC to want to delay taking its own actions."
Meanwhile, Kroll still refuses to give the city itemized bills for its services. It says such detail will compromise its independence. Councilwoman Donna Frye disagrees.
Frye: "There is nothing wrong with the city council having some way to make sure that there is a timeframe, a budget, a workplan so we can make sure that they're doing what they're supposed to be doing."
