The teacher's protest is scheduled to begin at nine. Demonstrators plan to block all northbound traffic.

California Highway Patrol officials say they'll close all southbound lanes on Interstates five and 805 near San Ysidro at 8:30 in the morning.

Customs spokesman Vincent Bond says the San Ysidro and Otay ports will be staffed.

Bond : Our position is just to be available, be open and ready to go so that once northbound traffic commences we can quickly and efficiently deal with it.

The teachers are protesting a new law in Mexico that increases the number of years public employees must work before collecting pension benefits.
