Hidalgo : SDG&E has an automatic 20 percent discount program that's available for income-qualified residential customers. It's called the CARE program . We also have another electricity special rate for households of three or more persons who meet similar income guidelines.

In addition, the utility has a program called “ Neighbor to Neighbor ” for customers who have short-term trouble paying the bills. Hidalgo says unlike the CARE program, the Neighbor to Neighbor plan is not tied to income levels.

You can learn more about either plan by calling SDG&E or by going to the utility website sdge.com .
