The FBI has dismissed charges against one man, and arrested another on suspicion of making bomb threat against a research building at the University of California San Diego.

A former lab technician has been cleared of federal charges in connection with the Dec. 5 telephone threat. All medical buildings on campus were evacuated until an investigation determined a suspicious device was not a bomb.

The FBI said Monday that the technician, Timothy Bryon Kalka, is not involved in the hoax. They said agents have arrested Richard Sills Junior, a temporary employee at UCSD's biomedical science building.

Sills is charged with giving false or misleading information to engage in a hoax with explosives.
