Tom Fudge: The budget news in Sacramento is bad this year. And recently, Governor Arnold Schwarzenegger was the bearer of even worse news. He has said publicly that the state budget gap may be $20 billion. That's more than anyone else has estimated, and it may be an exaggeration. We will soon get some hard figures when we see that rite of spring state government: the May Revise. That's a budget update that tells us the latest news on tax receipts. Meanwhile California communities are on pins and needles. They're wondering how many teachers are going to be laid off in their local school districts due to the budget shortfall.
