A taxpayers' group is suing a California state organization overseeing plans for a bullet train in California.

The Howard Jarvis Taxpayers Association has filed suit against the California High Speed Rail Authority for failing to prepare its business plan as required by law.

The Authority was supposed to submit the plan to the legislature by September First.  It must include details on the type of rail service, operating costs, and the number of riders anticipated.

Jon Coupal is the President of the Howard Jarvis Taxpayers Association.  He says with a bond measure to fund the project on the upcoming November ballot, the information in the plan is crucial for voters.

Coupal: People are already filing out their absentee ballots so we have voters right now making a decision on the high speed rail issue Prop 1A without having that business plan in front of them and we think that is very unfortunate …

The Howard Jarvis Taxpayers' Association is opposed to the high speed rail measure.

The executive director of the Rail Authority said the late state budget led to the delay in creating the business plan.  He says much of the information is already available to the public.
