Are mandatory water restrictions in San Diego's future? What kind of water cutbacks can local residents expect to see this summer? What can be done to change local attitudes about water? Host Maure

Maureen Cavanaugh: If there was ever a time California didn't need another problem it's right now. But, like it or not, we've got one, and we've seen it coming for some time. The governor has declared a drought emergency and launched a statewide campaign to urge Californians to conserve water.
Here in San Diego, we are expecting to be more than just urged. The city council will likely approve a mandatory 20 percent water cutback for both residential and commercial users, to go into effect his summer.

All this hour we'll be discussing water, how we get it and how we use it. How bad is this drought, anyway? Is it a temporary inconvenience or a sign of big environmental changes to come? And how exactly do you cutback 20-percent of your water use?
