Plans are being developed to create a fish farm in the ocean, five miles off of Mission Beach.
Hubbs-Sea World Research Institute scientist Don Kent will lay out the details and goals of the plan at a San Diego Surfrider Foundation meeting tonight.
Surfrider's Scott Harrison says the organization has not taken a formal stand on the proposal.
He says the presentation is an opportunity for people to ask questions about the project.
"Fish farming, aquaculture, mariculture can be a real problem for the environment and we'd like to have all stakeholders have a say in the process," Harrison said.
Hubbs scientist Kent leads the Institute's Offshore Aquaculture Program.
The Hubbs Institute developed and manages the white sea bass hatchery in Carlsbad's Agua Hedionda lagoon.
The hatchery was created to compensate for fish loss caused by operations of the San Onofre Nuclear Generating Station.
The meeting starts at seven p.m. Wednesday at Forum Hall in La Jolla.
