Iraq's Governing Council formally establishes a war crimes tribunal to try former members of Saddam Hussein's government. The court is reportedly prepared to try Saddam in absentia if necessary. Abdel-Aziz al-Hakim, president of the interim government, says the tribunal will investigate crimes against humanity committed from 1968, when Saddam's Baath Party came to power, to 2003.
