Nations Left Out Decry Iraq Bid Policy

France, Germany, Canada and Russian express outrage over a new U.S. policy barring countries that opposed the war in Iraq from bidding on $18.6 billion in reconstruction contracts. The policy could hurt the Bush administration's efforts to persuade other nations to ease some of Iraq's debt. Hear NPR's Michele Kelemen.
