Secretary of State Condoleezza Rice and Defense Secretary Robert Gates met with Russian ministers Friday in Moscow.
At the top of the agenda: the U.S. plan to expand its missile defense system to Europe, by installing missiles in Poland and radar in the Czech Republic.
Moscow is fiercely opposed to the plan, saying it threatens Russian security.
Rice and Gates tried to convince the Russians otherwise at Friday's meeting, but there were few signs of progress.
