As Finnegan points out, Army spokespersons have been talking about the need to even out the number of soldiers deployed for years. But Finnegan says the measures they have been discussing aren't in evidence at the bases she's seen.
Lt. Col. Richard McNorton explained to Military.com's Bryan Mitchell in 2009 that some classes of Army specialists are unlikely to deploy, such as burn specialists or certain intelligence operatives. And at least one of the commenters disagrees with Finnegan's assessment:
