Iraq Study Group Delivers Report to the President

President Bush receives the Iraq Study Group's report on U.S. strategy in Iraq, with its message that current U.S. policy "is not working."

The panel urges the Bush administration to engage in renewed political and diplomatic efforts in the Middle East "to build an international consensus for stability in Iraq and the region."

The Iraq Study Group's other major recommendation is a change in the focus of U.S. military operations in Iraq. The reports says U.S. troops should transition to a support role, with the Iraqi army taking "over primary responsibility for combat operations."
