Congress is looking into the issue of consolidation in the airline industry. US Airways recently sweetened its bid to acquire Delta, which is in bankruptcy. Delta has said it wants to remain independent and that a merger would lead to job losses and higher ticket prices in some cities.
US Airways is itself the product of a merger and is only a couple of years out of bankruptcy.
Delta's creditors will decide whether to accept a buyout or let Delta emerge from bankruptcy as an independent company.
