For all the time lawmakers spend in Sacramento, Assemblywoman Shannon Grove said they don't get much done.
"We legislate rocks. We legislate shark fins. Unionizing babysitters. It's disastrous. And it's nothing to improve the economic situation or give people an opportunity to be employed. And I think people are done with it," said Grove.
So she's proposing a constitutional amendment that would create a part-time legislature meeting 90 days a year, and a two-year budget cycle. But although the idea may sound good, not everyone is in favor.
"I think it would be a huge mistake. And I think despite people's love of kind of taking a shot at us, which is fine - it's all part of it - that people kind of get that," said Senate President Darrell Steinberg.
Steinberg said a part-time legislature would decrease lawmakers' experience - and, therefore, increase the influence of special interests.
