Tom Fudge: California is in the midst of a multi-year drought. In fact, weather forecasters are predicting an El Nina winter, meaning rainfall is expected to be lower than normal. You can add to that, the fact that a judge is expected to force a reduction of water pumping from the Sacramento River valley due to environmental concerns. We can probably expect a little trouble watering the front yard in the near future.

This is the reason why the State Legislature is in holding a special session to talk about water projects.
