Chelsea’s Law Faces Its First Sex Offender

— Chelsea’s Law is facing its first defendant since Governor Schwarzenegger signed the bill last week. Joseph Cantorna, 55, a resident of Lakeside, has been charged with the law’s one-strike offense and multiple felony accounts of lewd acts against a child under the age of 14.

According to the law’s author, Assemblyman Nathan Fletcher, Chelsea’s Law makes committing a violent sex crime against a child a one-strike, life-without-parole offense. The law also tightens up monitoring and increases penalties of those who have been convicted of felony sex crimes against minors.

"If this defendant is convicted, Chelsea's Law will ensure that he receives a minimum 25-year-to-life prison sentence for preying on a nine-year-old child. Lengthened terms, like this one, will keep offenders off our streets and away from our kids,” said Fletcher.

The San Diego District Attorney is charging Cantorna with four felony and two misdemeanor counts as well as the one-strike allegation. Cantorna is a registered sex offender who was previously convicted of lewd conduct in a public place.

“The news of this crime reminded each of us why we worked so hard for the swift enactment of Chelsea’s Law,” said Fletcher. “We did it to protect California’s children from dangerous people bent on doing them harm.”

What a bunch of predator panic paranoia! This "sex offender" has an IQ of 69, the mind of a child! For Fletcher to be proud of his part in this persecution, is unforgivable. It is true he does not belong living out in public, he has mental problems and issues relating to it that go clear back to the mid 1960's. He was locked up several times, but rather than treat him, he was let out! Under the circumstances, the system is clearly at fault for this one. It is a proven fact that he needs supervision to protect himself and others. He has been a victim of the system for over 40 years, now he is being USED again, this time by the media for sensationalism. What a crying shame.

I couldn't agree more. The whole state should be ashamed to launch this as their first case to be tried under Chelsea's Law. Someone who clearly is mentally a child himself, should have received treatment, instead Nathan Fletcher is using this case to pat himself on the back. Sickening.

Let me ask you two some questions:
1) How do you think this poor little 9 year-old child feels?
2) You think he/she cares about this guy's IQ level?
3) Does his IQ level change what he did to this poor child?
4) How do you think the child's parents feel about this guy?
5) You think they care about his IQ?
6) Last but not least, if Nathan Fletcher was around in 1960 and he was able to get Chelsea's law passed back then, would this MONSTER (who you are making excuses for) have been free to do what he did to this 9 year-old child? No. You mentioned he was let out multiple times. If there was a Chelsea's Law way back then, he would have never been let out of prison.

These MONSTERS whether there IQs are 2 or 200 are hurting other human beings. They deserve no rights. They deserve no mercy. They deserve everything that Chelsea's Law is going to give them! They deserve to live for the rest of their pathetic lives in (and also die in) prison. THE END

this law was passed in 1994 why again? What a waste of our money and nathaniel fletcher is doing it for a pat on the back. It is a first strike you're out for life! Penal code 667.61. I say let these two people above let the sex offenders come live in their neighborhood. even if his IQ is low he probably was abused himself. If the ones with normal IQ's cant be rehabilitated what are his chances? I agree with clogic.

Ok ???? $36.000 a year. To keep a man In prison. . And a lot of sex offender cases are bullshit!!! All some slut has to do is point a finger and say he did this. And he is done . No c.s.i bullshit at all .
