Tijuana Mayor Jorge Hank Rhon gave his first "state of the city" address in front of a capacity crowd at Tijuana's municipal auditorium Wednesday. Hank says in his administration's first year, they've made the city safer, cleaner and improved bi-national relations. Though, critics say the administration lacks vision. KPBS Reporter Amy Isackson has details.

One of the pillars of Jorge Hank Rhon's campaign was to improve public safety. In his address, he touted the city's addition of more police officers, mounted officers, police dogs and cameras that are installed throughout the city and are monitored at a sophisticated new security center.

But despite those advances, a record 400 people have been murdered in Tijuana already this year. Insecurity remains one of citizens' chief complaints.

However, Mayor Hank says the city is safer.

Hank: "We are not a secure city, but it's not as bad as it was. We're about half as bad as we were."

Meanwhile, city council member Raul Soria from the opposition party says Hank's administration lacks vision. He says the only thing Hank has improved are the city's parties. Amy Isackson, KPBS news.
