"I was hired during the mid-70s, back 25-30 years ago, the only competitive police department you really had to deal with was the Sheriffs Department. You didn't have the enormous burgeoning growth of Chula Vista, Riverside, and that sort of thing. The choices for our officers to go to departments that pay competitive benefits have expanded tremendously."
