San Dieguito Lagoon Restoration
Tom Fudge: People passing by the San Dieguito lagoon, just north of Del Mar, on the I-5 or the Coaster, might notice some bulldozers at work. If you think it means they're carving up the lagoon for development, don't worry. In fact, the work crews are doing just the opposite. The construction project, begun last fall, is aimed at expanding the lagoon and restoring its natural functions. The $86 million project is being funded by Southern California Edison as an environmental mitigation project.
