For two weeks, federal agents from Immigration and Customs Enforcement raided homes in San Diego and Imperial Counties looking for illegal immigrant fugitives who have committed crimes. Of the more than 350 immigrants caught and sent back across the border by Operation Return to Sender, only about 50 or so were criminals. The rest were illegal immigrants who happened to be at the addresses where agents thought their targets would be.
